SB 2037    RELATING TO LIBRARIES                        EDU, WAM
           Establishes  a  volunteer-based  community  library
           assistance program through  which the state library
           system supports  community  efforts  to  create and
           sustain libraries. (Tam)

SB 3150    RELATING TO COMMUNITY PARTNER COUNCILS       EDU, WAM
           Creates a community partner  council in each school
           district, administered  by district superintendent.

SB 2571    RELATING TO SCHOOL - BASED BUDGETING         EDU, WAM
           Amends   chapter    302A,    HRS,   to   facilitate
           implementation   of   school-based   budgeting,  by
           requiring  the  DOE  to  submit  to  the individual
           schools and the legislature, by opening day of each
           regular session, a  report  on its proposed school-
           by-school budget allocation. (Sakamoto)

SB 2469    RELATING TO EDUCATION                        EDU, WAM
           Transfers the administration and supervision of the
           school-to-work opportunities pilot project from the
           Hawaii   school-to-work   opportunities   executive
           council to the  DOE.    Makes the Hawaii school-to-
           work opportunities  executive  council  an advisory
           body to the BOE and the DOE. (Sakamoto)

SB 2352       RELATING TO COMPUTER OFFENSES.                  EDU, JDC
           Repeals  existing  law  and   adds  the  crimes  of
           computer  fraud,   taking   by  computer,  computer
           trespass, unlawful distribution, unsolicited email,
           and computer  invasion  of  privacy.   Provides for
           civil actions based on the computer crimes.

SB 2420       RELATING TO TECHNOLOGY                          EDU, WAM
           Adds a new  chapter  to  establish  the new economy
           technology scholarship act.
